　　“我们开着派出所的汽车每天反诈，大街小巷，放着喇叭……”1月3日早上，东栅派出所老民警樊伟娟开着反诈宣传车，播放着她自己唱的反诈rap，带领她的啄木鸟反诈宣讲团去“扫街”宣讲反诈。

　　今年已经55岁的樊伟娟，是浙江省嘉兴市公安局南湖区分局东栅派出所的一名专职反诈民警，大家都亲切地喊她“樊阿姨”，她是烈士李雄伟的妻子。

　　1998年2月17日，李雄伟在缉捕特大盗窃案重大嫌疑人严某时，被穷凶极恶的歹徒连刺7刀，英勇牺牲。

　　“雄伟生前非常热爱他的职业，这么年轻就离开了自己的岗位，他没走完的从警路，我一定要帮他继续走下去！”樊伟娟在为丈夫守灵时暗暗下决心。1998年8月，她如愿成为一名警察。

　　从警后，樊伟娟创新过“社区人口幢户图”“社区治安明星”“公调对接调解模式”“无证(身份证)视频摄像技术”等工作法，2011年被浙江省公安厅授予“全省优秀人民警察”、2012年被浙江省人民政府授予“全省模范人民警察”等荣誉。从女电工到加入公安队伍，再到一名经验丰富的老民警，樊伟娟用踏实和担当，默默地为基层公安工作而努力。

　　“樊阿姨是一个肯钻研、会创新的反诈民警，用她自己的话说，虽然年纪大了，但心态和精力依然年轻。”对于樊伟娟的反诈工作，东栅派出所所长俞军竖起大拇指连连夸赞，在“樊阿姨”的带领下，东栅辖区从2020年开始，已实现电信网络诈骗案件发案数连续4年下降。

　　“做反诈工作，是一项与时俱进的事业，要跟骗子比速度，更要比智慧。”樊伟娟说，从教导员的岗位上退居二线后，自己的内心一直有一个信念，不能做一个“闲人”。她知道，在基层派出所，多一个人和少一个人，是完全不一样的。以樊伟娟的性格，不允许自己提前养老。

　　派出所立足主防，要做好主动警务、预防警务。从群众“急难愁盼”的问题抓起，从群众最期待的事情做起，想到这一点，樊伟娟找到了方向：做好全民反诈工作。

　　说干就干，干了就要干好，是樊伟娟刻在骨子里的一种“要强”。2021年，是她做反诈工作的第一年，她把辖区36个物业跑了一圈，建立了“物业反诈联盟”，一家家考试，一家家督促、约谈……那个夏天，她黑了一圈，瘦了5斤，但她跑“赢”了，辖区电信网络诈骗案件同比下降11.91%，发案同比下降20.42%。

　　樊伟娟深知“源头预防”的重要性，2022年，在继续做好做强“物业反诈联盟”的基础上，她招募8名反诈宣讲员，成立啄木鸟反诈宣讲团，推出东栅派出所反诈联盟公众号，自创反诈“一招制敌”12条，探索建立“一个团队、一套机制、一个联盟、一个阵地”的“四个一”反诈宣防体系。

　　进企业、进学校、进小区……樊伟娟和她的啄木鸟反诈宣讲团的队员们，用自己的声音送反诈知识飞入千家万户。群众的反响就是最好的证明，不到半年时间，就有别的地方慕名而来的企业负责人，邀请啄木鸟反诈宣讲团去给员工上反诈课。

　　“这是一场全民战争，我们每一个人都是主力军。”樊伟娟带头在辖区建立“东栅反诈联盟”，与辖区银行、学校、物业、企业、医院等83家企事业单位组成警银、警校、警企等N个联盟，共有成员2500余人。截至目前，共计开展反诈宣传3584次，发放反诈宣传资料43000余份，受宣人数4.5万余人次，成功劝阻止付618万余元。

　　“网上的刷单就是诈骗，网上的兼职也有诈，网上的投资要防诈……二维码、验证码都是骗子的鬼话，不相信、不转账，加入东栅反诈联盟吧！”近日，这首脍炙人口的“东栅反诈联盟”歌，被传唱火了。

　　“对于反诈，我一直在探索如何使宣传入脑入心。提高市民自身的反诈骗意识尤为重要，我们结合当下比较流行的说唱形式，普通百姓更容易听得进去。”为了让群众对反诈宣传更喜闻乐见，樊伟娟还带着团队自编反诈舞蹈，自创“狼人杀”情景互动游戏，自己还上阵说唱。

　　在宣讲课堂“遍地开花”的同时，也收获了成效。2022年8月17日，在啄木鸟反诈宣讲团成员和招商银行员工的“轮番轰炸”下，成功阻止了正要给骗子汇钱的周阿姨，帮年近七旬的周阿姨保住了123万元的养老钱。

　　“派出所经常会上门来给银行员工专门开展专业的反诈骗知识宣传和培训，并且还在行内开设了‘南湖新区东栅街道反诈联盟——啄木鸟反诈宣传专员宣传点’以便对客户和员工开展反诈骗宣传。”招商银行南湖支行负责人表示，银行在东栅派出所的支撑下，已经把反诈、防诈当成了日常工作的一部分。

　　从一个人到全民动员的“反诈之路”，樊伟娟走的坚定从容，“社区无诈”也是她退休前最大的愿望。
